Seafarers Recruitment

Indonesian Seafarers: Documents, Recognition and Jobs

Indonesia has a large domestic fleet and supplies officers and ratings to international owners, fishing fleets and cruise lines. Many officers trained at the national maritime schools such as STIP Jakarta and PIP Semarang.

Certificates and seaman’s book in Indonesia

  • Certificates of Competency are issued by the Directorate General of Sea Transportation of the Ministry of Transportation.
  • Indonesian deck CoCs are named ANT (Ahli Nautika Tingkat) I to V and engine CoCs ATT (Ahli Teknika Tingkat) I to V, with level I the highest.
  • The Indonesian seaman’s book is the Buku Pelaut, also issued under the Ministry of Transportation; each seafarer has a seafarer code used in the national records.
  • Recruitment and placement of Indonesian crew is done by agencies licensed by the Ministry of Transportation (the SIUPPAK licence); check the current rules with the ministry.

STCW status and recognition by foreign flags

Indonesia is a Party to the STCW Convention and appears on the IMO list of Parties confirmed as giving full and complete effect to it (the “white list”, IMO circular MSC.1/Circ.1164 and its revisions). Check the latest revision before relying on it.

Foreign flags issue STCW Reg. I/10 endorsements on Indonesian CoCs after verification. Check each flag’s list of recognised countries before the contract.

What employers ask Indonesian seafarers for

  • ANT or ATT CoC matching the rank, with the flag endorsement
  • Buku Pelaut, passport and seafarer medical certificate, plus the seafarer code
  • For cruise ships: the training and hotel experience the cruise line asks for
  • English good enough for watchkeeping and safety communication

Many Indonesian seafarers also work on foreign fishing vessels. Fishing vessels are outside the STCW Convention: their crews fall under STCW-F and the ILO Work in Fishing Convention (C188) instead, so a fishing contract does not count in the same way as merchant ship sea service. Check how your sea time will be recognised before you change sector.

Endorsements and seaman’s books for foreign flags

Our partner International Ship Registry handles flag endorsements of CoCs (STCW Reg. I/10) and seaman’s books for ratings, for example the Belize seaman’s book, on behalf of seafarers and crewing agencies.
